The Middlesex Corporation (TMC) is the lead heavy civil contractor for the project which contains four major elements.
- The construction of approximately 25 miles of new trackway along the existing Middleborough Secondary and New Bedford Main line, right of way from Middleborough to New Bedford
- The construction of four commuter rail passenger stations
- The construction of an end of the line layover facility
- The construction of South Coast Rail program-wide signals and communications systems
